Hydrosols are the byproducts of essential oil production, not just essential oil added to water. When essential oils are steam distilled, the water separates from the oil molecules and drops into a different chamber. This is collected as a "hydrosol". They are a water-based product with a different molecular structure than the essential oils they come from, but have similar properties. They are used in skin care to tone, draw moisture to the skin and balance the skin's pH when applied after cleansing, as well as a host of other therapeutic benefits.
